A stable portal to the bar can be found in the Banderling Area of the Floating City or through sheer luck when taking any of the unstable portals found in the city.

Distillery Dew used for the Lost Distillery Quest can be found inside a chest here. Another one of the texts by Alatar Locke can also be found in this area.
