To get the Skeleton Key needed to access the dungeon, you will need to loot a Crest of the Shagar Zharala from a Shreth-Gnawed Corpse and hand it to Yalik Ibn Ujsef.
This dungeon contains an Altar of Bael'Zharon for turning red (Player Killer).
