This is a single item set bonus that is found on most Rare Weapons following the Shedding Skin update (see Heroic Protector Set for the armor set variation). Weapons can be leveled 50 times at 2 billion per level. Hold the weapon while completing quests or handing in xp items to earn xp in addition to hunting with the weapon.
