From the Bronze Statue Weapons quest introduced in Betrayal.

Value: 3,000 5,000 Burden Units
Shield Level: 60 Armor Level: 60 Slashing: Average (60) Piercing: Average (48) Bludgeoning: Above Average (72) Fire: Below Average (36) Cold: Below Average (36) Acid: Average (60) Electric: Below Average (36)

Shield is Retired and a collectible item.
Shield is statues size (very large).
Was only available for a few patches
Could be turned in (level-specific) for xp at an Arcanum Researcher
The weapons/shields were heavy, and when they became undroppable during one patch, people turned them in for xps in masses. This is the reason there are not that many left ingame.
