Walkthrough
[Optional] - Purchase the rumor A Call To Arms from the barkeepers in either, Al-Jalima, Arwic, Cragstone, Dryreach, Hebian-to, Khayyaban, Lin, Qalaba'r, Tou-Tou or Zaikhal.
This quest involves collecting different parts from Tumerok clans and then combining them to build a banner weapon or caster device; the completed banner can also be turned in for xp and other rewards.
When the quest was introduced during the Crests of a Turbulent Sea event, the banner parts were found on 6 Tumerok clans that were invading different parts of Dereth. However, in a later event the clans were moved in to 6 dungeons near Dryreach.
Inside each clan's dungeon are 5 different types of Tumerok that each drop a particular component for the banner.
Each component changes what type of banner it becomes; for example, spear-head tipped banners are spear weapons, the symbol-tipped banners are wands and crest-tipped banners are spears with very low damage. The crested weapons can be turned in for an Assault Weapon.
Banner hafts and banner signs give the completed weapon additional spells.

Handing in your Banners
Once you have completed a clan banner hand it to an Army Recruiter in one of the capital towns for your rewards. You can also turn in unhafted banner signs and Gold Tumerok Insignia for 5,000 and 500 experience points respectively.

There were originally only four Assault weapons available when this quest was introduced. Tokens were handed out by the Army Recruiters in place of the missing weapons. When the other 7 weapons were made available during A Gathering of Colors the original tokens could be given in for yet another 'special' token which have no apparent use.

Tumerok clan notes are found at the end of each dungeon. They can be handed to the recruiters but they will not give you a reward - just dialog.
