You have to run through the rock to go in the portal, you cannot use the portal. Although the portal doesn't show a level requirement, to do the flagging you must be 40+ (unverified).
There is a tiable/summonable portal to this dungeon at the start of the Underway dungeon.

Underway - At end of dungeon, 40+, can be tied/recalled/summoned.
