From the DeathTail (Quest) quest introduced in the Dark Materials event.

Rat Burrows are located in Graveyard and appear semi-randomly at certain locations.

There are only certain locations where they spawn, but whether a particular location will currently have a burrow visible is random. The locations can reset if no one is in Graveyard for a while. Give a burrow a [[Lo Shoen's Rat Bait]] to spawn [[DeathTail]] along with several [[Blood Curse Rat]]s and [[Grave Rat]]s. Note that the spawn isn't all at once, and if you run right after handing the bait, you can space out the spawn (DeathTail will chase you and they spawn next to wherever DeathTail is currently at).
