From the Bronze Statue Weapons quest introduced in Betrayal.

Value: 210 5,000 Burden Units
Shield Level: 40 Armor Level: 40 Slashing: Average (40) Piercing: Average (32) Bludgeoning: Above Average (48) Fire: Below Average (24) Cold: Below Average (24) Acid: Average (40) Electric: Below Average (24)

Shield is Retired and a collectible item.
Shield is statue's size (very large).
Was only available for a few patches
Could be turned in (level-specific) for xp at an Arcanum Researcher
The weapons/shields were heavy, and when they became undroppable during one patch, people turned them in for xps in masses. This is the reason there are not that many left ingame.
