This page is a non-exhaustive list of the state of the portal network on the Levistras server.
For the most part, it seems that portals to the following towns are destroyed, even if they shouldn't have been:
- Holtburg, Shoushi, and Yaraq
- Cragstone and Hebian-To
- Bluespire, Greenspire, and Redspire
Chances are good that if a portal to any other town existed prior to Shifting Gears, it still exists on Levistras.
Correct Portals
The Town Network exists and contains all of its portals.
The statues dungeons all contain their surface portals. For more information see Portal Network: Statue Dungeons.
With the exception of the Santum Residential Nalls, all of the residential halls contain their portals connecting three towns. For more information see the Reidential Halls section of Portal Network: Portal Hubs.

Abandoned Mine Portals
At the end of retail, the only portals that existed in the Abandoned Mines were the portal to the Underground City and the Surface portal. Both of those exist in Levistras.
The following portals are destroyed: Cragstone, Hebian-To, Holtburg, Shoushi, Yaraq.

At the end of retail, the only portals that existed in the Jungle Shadows were the portal to the North and South Direlands portals. Both of those exist in Levistras.
