The range of possible xp is level dependent, I've analyzed some large data sets but haven't nailed down the formula yet, mainly due to the random element. Also I strongly suspect it is tiered rather than tied to specific levels. I'll be sure to post when I get a good guess on the formula.
Anyone have any info on the XP payout on these things? Just turned one in on my level 108, and got 3,442,000 xp
