To flag for entrance, you must retrieve the three letters from A Cluttered Table at the end of the dungeon Renegade Fortress (60+) and hand them in to Translator Aun Laokhe in the middle tower in Arwic.
The other half of the insignia ring is found on the Tumerok boss at the end of Renegade Fortress.
