Answer: Unfortunately some titles, like "Reeve", can be part of your character name. Being able to turn off the title could let you masquarade as a different rank. Moreover, you could masquarade as a different PERSON: you see "Reeve Luigi" in town, who's name is Luigi and who's rank is Reeve. So you make a character named "Reeve Luigi" and then you turn off your rank, and people can't tell the difference between the two of you.

I could have sworn that the rank titles were banned from use in the name system? For example, I cant make a charactor named "Lord D", or "King D", or "Qadi D"... Just a thought. If this isnt the case, why not add the prefixes to the illegal name list?

Sorry if this gets added multiple times...

Answer: Some titles, like "King", are banned. Others, like "Reeve" and "Mu’allim", were missed. It's too late to add these titles to the ban list now, as they're in pretty common use -- on Frostfell, for instance, I'm in a very large allegiance of people that like to name their characters "Reeve" so-and-so.
