Clarification on items question

Question Title: Clarification on items question
Category: Backstory
Question: The original question was:

Who created all of these magical items that we come across (not counting the permabuffed cases or our quest creations, of course)

Stormwaltz' answer was:

Some of them were Dericost, some Yalain, some Isparian. Dereth has been inhabited by various peoples for thousands of years.

Does this mean that Asheron had planned out coming to Dereth for a long time since we have the race restricted enchanted items. Did they somehow know ahead of time that there would be aluvian, garund, and sho's.

Also if so how come we don't find race restricted items that neither of the three player races can use. (this would be a pisser to finally find that uber weapon only to have it be Drudge only!!)

Answer: No, that means the monsters who live in those dungeons stole a bunch of stuff from newly-arrived Isparians and shoved 'em in whatever storage space they could get. Figure that every item lost in an unrecoverable corpse finds its way into their greedy claws eventually.

We could easily add "Yalaini" or "Dericost" restricted weapons... but why? ^_^
