Post-Creation Spec. likely?

Question Title: Post-Creation Spec. likely?
Category: Balance
Question: Well, would it be possible to allow people to use their spare skill creds to specialize a skill they already have trained? If you think about it, a person can learn a whole new skill, so it would be feasable for them to become greatly specialized in one they are already trained in.

I assume this would be a significant code change, as at the moment you can only raise untrained/unusable skills to trained. I assume though that the task would not be imposible as the value for war magic if not trained is 0. Once it is trained the value is changed accordingly. Therefore a trained skill could be specced and the value changed to reflect this.
