Question: Why is it if you try and create a character with the same name as another player-character it says that name already exists, but if you try to create a character with the same name as a NPC you can (provided of course nobody hasn't already done this) ?

Answer: Player names are all registered in the SQL database and are therefore "easy" to check for conflicts. NPC names are held elsewhere and not readily available to do lookups on.
