Route: Find a Cultist Altar on the Marescent Plateau. Use it until it spawns a Dark Vapor. The Vapor summons a portal to the dungeon upon its death. Twitch is found in big room not far from the drop in a cage.
Twitch is a rather unfortunate person. He was originally imprisoned in a small wooden cage in Oolutanga's Refuge. He was released by the members of the Order of the Raven Hand but they imprisoned him again and presumably with plans to sacrifice him to the shadows they worship. A truly unfortunate fellow...
Twitch tells you, "Where am I? These tuskers grabbed me and pointed at the volcano and made lots of grunts. Then one of them whonked me on the head and next thing I know I'm chained up here."
