Detailed Walk-Through
Partly obtained from Turbine forums by an unknown author:

* Dagger of Tikola Quest
Easiest is Dagger of Tikola Quest. Do the quest as normal. In the final room, either in the chest or in the sclavus loot, there is an Ancient Shard of Metal. Give this to Felscuda (outside the cellar). If you are level 79 or lower, she gives you a note which has a clue to solving the 80+ flagging.

* Mountain Sewer
Next is the Mountain Sewer outside Tou-Tou. If you're doing this on a lower level (20 or so) you might want to get flagged for the zefir kill task in Shoushi for an extra 150k exp. Speaking to the zefir kill task NPC will also get you a note with the coords of the dungeon.

Once inside the dungeon, head S until you see the surface portal in a room full of zefirs. Go N from there, through this and another zefir room. Keep going, down a few ramps, to a corridor with rats and a split off to the right. Note: The map on ACMaps indicates a locked door here, but it's a normal door. Go right, into the section with undead and right again. A heap of portal gems seems to be behind a locked door, but taking a detour to your right through the other rooms will get you there.

Bring the gem to Bretself the Translator in Cragstone for another note.

* Halls of Metos
Lastly, you must collect special motes from the Ayan Baqur and Wai Jhou Halls of Metos, and bring them to the Golem Warden of Metos in the Tufa Halls of Metos.

The Ayan Baqur Halls of Metos is at (56.0S, 89.2W).

The Wai Jhou Halls of Metos is at (61.4S, 46.6W).

The Tufa Halls of Metos is at (4.4S, 0.6W). This dungeon should be visited last.

The layout of all three dungeons is exactly the same, and there is essentially only one route to the end. Collect the motes found in the last room of the first two dungeons and give them to the Golem Warden of Metos in the last room of the Tufa Halls of Metos.

* Completing this quest with a character below level 80 will flag you for entrance to Bur.

I am not certain precisely where he intended to open a portal to, but the gems were to be a power source. The inscription reads, simply, "Property of Asheron Realaidain," nothing more."

Bretself the Translator tells you, "I shall share with you the letter I received. Perhaps it will tell you more about the gem and its uses. I'll also give you this trade note as payment for the gem - I am supposed to retain them, but I can at least offer you fair market value for them."

Golem Warden of Metos tells you, "My power level has reached half. If you supply me with a mote from the Halls of Metos in the southwestern part of Ireth Lassel, I should be able to fully serve you."

You give Golem Warden of Metos Pyreal Mote.

You've earned 2,899,563 experience.

The golem speaks in a normal voice - perhaps Empyrean by its accent.

Golem Warden of Metos tells you, "For you who have come this far, I leave a message. Your diligence is appreciated, even applauded, but you should not attempt to reconstruct the portal to Bur. I have learned only too well the risks associated with opening portals to other worlds, and alloing them to remain open. It is better if my portal remains closed. I should be able to repoen it when it is time for me to return. At this point, I shall hopefully have with me a solution to the Burun problem."

Golem Warden of Metos tells you, "Also, I imagine that Metos would have appreciated if I mention that there are no inactive golems available for you. Unfortunately, I required the last one for the portal ritual."

A piece of paper is ejected from the golem slowly, which you take.

Golem Warden of Metos gives you Ruminations and Warnings on Portal Creation.
