Q: The spells on [The Rose of Celdon] are very, very powerful considering where and when it came from.
I believe the highest spells anyone on Ispar can cast (we talkin' wise old mages here) are IIIs, because the mana flow is so weak on Ispar. I could only assume that in an environment like Ispar, such spells would be very, very powerful.
